Dear Dr. Barkhoudarian,
I have collected all the oxygen capacity for Armenia. Table 1 below shows the total capacity. There are basically three ways of producing oxygen for hospitals in Armenia. All the numbers are the maximum possible productions. The three methods are productions of liquid oxygen, gaseous oxygen, and a combination of liquid and gas.
There are three large facilities: AANL, Ashtarak, and Mkhchan. Ashtarak was mainly for science until the demand overwhelmed the supply. AANL, Ashtarak, and Mkhchan together produce 5450 kg/day (all of which is used up by the demand). AANL produces 48% of all the liquid oxygen in Armenia.
Numbers 4-11 are places with their own smaller stations for compressing air and producing gaseous oxygen to fill the cylinders. They are able to compress oxygen from air and provide to hospitals. These are unstable and not sustainable contributors to the challenge at hand. They have come on line due to the need.
Numbers 12-16 are places where new small units have been purchased and placed at hospitals.
There are 7 new units that were not there in June of 2020. For example, Number 12 is Sourb Grikor Lusavorich medical center where 3 of the modular units were placed. Each modular unit can produce 950Kg/day and three of them can produce up to 2600kg/day. These modular units have already broken down several times and had to be repaired by the staff of AANL. The total production from the 7 new units is 6400 Kg/day
The fifth column of green “+” signs indicate the hospitals that have gasificators. That is they can accept liquid oxygen which is gasified and connected to the hospital infrastructure for use as needed
If nothing goes wrong with AANL/Ashtarak/ and the new 7 units (any of the systems numbers 1-3 and the new units 12-16)….the oxygen production of Armenia will be 11,850 kg/day.
Presently, AANL is providing 21.9% of the entire oxygen use of Armenia.
The new cryogen compressor units (either of the two options shown in Table 2 in green) will allow AANL to double the production liquid oxygen to 5200 Kg/day and thereby providing 36% of the oxygen for Armenia. If the old unit fails, the minimum will still be 21.9%.

I have the final negotiations on the cryogen center for A. Alikhanyan National Science Laboratory of Armenia. Gellymesh is a well known Russian company. Seems they are the "cadillac" of cryogen centers.
The price is 50,830,000 Rubles (671, 132 US Dollars).
Delivery time of 5 months.
80% in advance and 20% after operations. They are asking for more in advance because of the expedited delivery.
Doing all the leg work on this, we found in Siberia another company that has approximately the same production capacity as the Gellymesh but it is nearly 100K cheaper. They cannot deliver earlier than 6 months. Their quote is 40,000,000 Rubles (528,443 US dollars).
These prices are without VAT. I am hoping that MOH or PM will allow us not to pay the VAT.
